🚦 Why the Speed Limit?

New York City has announced a city-wide speed limit of 15 MPH for e-bikes, e-scooters, and pedal-assist commercial bikes. The rule, introduced by Mayor Eric Adams in June 2025, aims to enhance pedestrian safety as electric mobility devices become increasingly common.

🏙️ City vs. State: What’s the Law?

Under New York State law, e-bikes are allowed to reach up to 25 MPH. However, the city has chosen to implement a stricter rule to regulate street behavior better and reduce high-speed bike incidents in busy pedestrian areas.

🚲 Citi Bike and Compliance

Citi Bike, New York City’s bike-share program, had already capped e-bike speeds at 18 MPH. Following the new regulation, Citi Bike is updating its fleet with built-in speedometers and software that limits top speed to 15 MPH.

⚠️ Enforcement and Challenges

While the rule reflects growing concerns over pedestrian safety, critics argue that enforcement may be difficult. Most private e-bikes don’t have license plates or digital tracking, making it hard for police or city agencies to identify violators. Advocates are calling for better infrastructure, including bike registration systems and accountability for delivery app riders.
